Leroux St Improvements Project - CMAR - Flagstaff, AZ - $2,081,415.67

Owner: City of Flagstaff

EMC Role: CMAR

Contract Value: $2,119,350.00

Engineer: WLB Engineering

Start Date: October 2015

Completion Date: May 2016

Project Description: This project consisted of replacing the existing water main through the heart of downtown Flagstaff. The project included over 3,300 LF of 8" waterline, replacement of over 40 water services and 20 sewer services. EMC also constructed 2,700 LF of curb and gutter, over 5,600 SF of sidewalk and over 10,000 SY of AC paving. This project included many challenges, such as site congestion, working with local businesses and residents to keep access and its proximity to downtown as well as half of the new waterline needed to go through rock. EMC utilized different methods to work around some of these obstructions such as:

  • EMC worked with the design engineer and raised a section of the new water main to avoid some of the hard rock, which in turn expedited the schedule saving 1 - 2 weeks.
  • Water ties ins were schedule during specific time frames in the early hours of morning to accommodate different stakeholders needs such as the bars, restaurants and hotels to make sure it did not negatively effect their business.
  • Extra water valves were added to limit the amount of water shutdown time, ensuring we were able to hit the required downtime on the businesses.
  • EMC worked with the City and design engineer to move valves of add valves in order to keep residents online during testing of the new water main, allowing for very minimal disruption at tie over.
  • Installing a temporary, above ground, water services was utilized in a instance were a fire line per the plan was actually a service. This temporary service allowed for EMC to completed the new line while keeping the bars, restaurants and offices functioning as usual.
  • All trenches were backfilled or plated after work hours to ensure the safety of the general public.

Several existing utility lines had to be relocated, EMC coordinated relocations with each Utility Franchises to align with our master schedule, minimizing overall impact.

EMC, with a complicated project in a congested part of town, was able to bring this project 4.5 months ahead of schedule. An un-contracted promise to the downtown business alliance of completing the downtown area prior to Memorial Day weekend was delivered 3 weeks ahead of schedule. This was accomplished by being able to work through the winter months, and being a local contractor allowed us the ability to remobilize as soon as acceptable weather presented itself. Along with being ahead of schedule EMC was able to deliver this project under budget, proving that our GMP pricing structure was accurate.

EMC Role: Subcontractor

General Contractor: Wespac Construction

Contract Value: $2,567,060

Start Date: November 2011

Completion Date: July 2012

Project Description: EMC performed all the site work including over ex of building pads and grading for the entire 14 acre site, totaling 44,000 CY. EMC also installed all the onsite and offsite utilities which included:

  • 6,500 LF of 8” water mainline

  • 8,950 LF of storm drain ranging from 4” to 45”
  • 11,700 LF of Curb & Gutter, 7,700 SF of VG, and 23,400 SY of Asphalt

One of the challenges to this project is that the site was divided into 3 Phases of construction. Once one phase of dirt work was completed other subs were allowed to start their scope which involved a lot of coordination and congestion in small work areas. Construction also involved working through two winter seasons with weather impacts. Another issue was EMC having to re work our scope due to damage from other subs. Conflicts with existing utilities not identified correctly on the construction plans.

Start Date: April 2012

Completion Date: October 2012

Project Description: This project consisted of decommissioning the Pan Dam which was originally built in the 1800’s. The first part of the decommissioning was to remove and place the sediment that had filled in the dam over the years. EMC moved a total of 20,000 CY of sediment and placed it back on the existing slopes. The next phase was removed the center portion of the existing dam creating an avenue for water to pass through the dam. The final part of the decommissioning involved permanent sediment and stormwater measures which included: multiple check dams, 70 CY of concrete slabs, 175 CY of grouted rip rap, 80 SY of shotcrete, 500 CY of gabion mattresses, 5300 SY of geo-textile fabric and 8 acres of site revegetation.

The remoteness of this project, site access and some large weather events during construction were some of the obstacles EMC faced, but overcame to meet our schedule. EMC’s scheduling and planning was a key factor in dealing and managing these challenges.
